The barrier is still up. Once in a while, there's an influx for a day or two. Then the majority leaves.

[ There's a slight laugh for 'what's fair anyway', because really, it's a decent question that probably doesn't have any kind of decent answer, something she knew before getting here, though the City proves it too. ]

Yeah fair isn't a big priority here. But sometimes, some of the people that show up on these days - sometimes they stay.
